Many parents who have children in departmental care still maintain guardianship of the child - yet DoCS do not hand the parents literature on their rights as guardians of their child.

Yes, this information is from inside a DoCS office. It comes from a handbook that they actually have at their disposal.

But I suspect that even though it is among their library of literature - it is rarely taken out and dusted off for usage.

Too few parents are actually aware of their rights when they retain guardianship of their children.
